COMISION FEDERAL DE ELECTRICIDAD: Save The CFE Over 3 Thousand MDP in Vehicle Lease

Comision Federal de Electricidad issued the following announcement on Jan. 20.

The Federal Electricity Commission (CFE) successfully carried out the tender for the "Land Transportation Leasing Service". In the open, international, competitive and transparent bidding process, the CFE obtained savings representing more than 3 billion pesos at the end of the four years of the contract. The total annual amount of the contest was $ 1,173,120,771 pesos, this is 39.19 percent or $ 755,929,059 pesos less compared to the 2014 Framework Agreement, which reached $ 1,929,049,831 pesos annually.

At a press conference, Miguel Alejandro López López, Coordinator of Administration and Services of the CFE, and Luis Bravo Navarro, Coordinator of Corporate Communication of the CFE, presented to the media the details of the bidding process.

Nine contestants participated in the tender, seven of which approved the technical evaluation. The economic evaluation determined that the most solvent contestants for the 42 games of the process were Arrendomovil de México, which obtained 32 games for 8,903 units; Lumo Financiera del Centro, which won five games for 520 units; Jet Van Car Rental, which won three games for 323 units; and Value Landlord, which won two games for 110 units.

López López explained that, thanks to the administrative restructuring promoted by the CEO, Manuel Bartlett Díaz, the Market Intelligence Management was created, an indispensable tool for controlling and regulating purchases and combating corruption in the acquisition of goods and services.

He pointed out that the 2020 tender was presented in 42 items to stimulate competition by giving opportunity to a greater number of participants, while in the 2014 Framework Agreement, only 8 games were presented, which limited the competition. A regionalized distribution was also set and made with a base discount price.

He stressed that currently the CFE does not have a single vehicle of "support to the charge" (vehicles to the personal service of senior officials). The fleet of vehicles of the CFE is used to carry out the substantive activities of Distribution, Transmission, Generation, Basic and Corporate Supply.

In 2019, the CFE's vehicle fleet was 36,791 units, of which 26,745 units are owned and 10,226 leased. The integral leasing of new vehicles represents a considerable saving by not having to hire additional services such as fleet management systems, maintenance, spare parts, geolocation and insurance policies

On the other hand, Bravo Navarro was emphatic in expressing that the "spoiled" ended in the CFE, which also ends corruption practices while promoting the participation of a greater number of contestants in the bidding processes launched by the CFE.
